Summarises a study of how Chile decided on its large marine protected areas between 2015 and 2023, when the protected share of its exclusive economic zone rose from 4.5% to 46.8%. Declared protection did not translate into management: management plans, funding and a coordinating authority are lacking. It proposes five lines of action, including assigning clear responsibilities and funding the areas on a stable basis.

Villar-Muñoz, L. (2026). Policy brief. PDF document, 3 pages (in Spanish).
Summarises a geophysical study that identifies, off Coyhaique, five seafloor features and two buried structures linked to a gas hydrate system, including a gas hydrate pingo and mud volcanoes. The system may be locally unstable. It proposes four lines of action, including monitoring the margin over time and making sure that data from foreign research cruises remain available in Chile.

Villar-Muñoz, L. (2026). Policy paper. PDF document, 4 pages (in Spanish).
It summarises four low-certainty claims regarding deep-sea mining (“dark oxygen”, radioactive nodules, sediment plumes and biodiversity loss) that entered the debate at the International Seabed Authority before being validated. It proposes six principles to ensure that decisions are based on robust evidence, including distinguishing hypotheses from facts, requiring reproducibility and establishing independent scientific panels.

It analyses the gap between the environmental and oceanic leadership that Chile projects and its capacity to implement it: the protected area of its exclusive economic zone rose from 4.5% in 2015 to 46.8% in 2023, but marine protected areas receive only around 1.3% of the budget they require. It identifies three barriers (institutional coordination, capacity and resources, and sectoral resistance) and proposes five lines of action.

It argues that the Chilean sea, with the Atacama Trench and more than a hundred seamounts, could form the basis for scientific cooperation with ASEAN countries, which are conducting research into gas hydrates, marine minerals, marine protected areas and blue corridors. Drawing on the example of astronomy, it proposes five lines of action, including opening CIMAR research cruises to ASEAN researchers.
